It is done in some hospitals in the Netherlands.

Baby is born at about 4 minutes. Baby is taken away from mom for a check 
up... Back to mom for skin-to-skin at 5.17
The IBCLC tels us each baby is at least an hour uninterupted 
skin-to-skin unless there are medical indications.
