  Our oldest daughter had these at age 10 and the ped assured us that they were normal and precursors to
development of the breasts.   Sometimes they were tender.   She started obvious development in a little over a
year.   Our other daughters followed suit.  Perhaps this is the case with your client.  ~  Mary Shine
