SUBJECT: DHS Brefdg Promo report/Calif
DATE: 01-24-97 17:56 EST
PRIORITY:

FYI--State Dept of Health, Calif has just issued the final report of the
Statewide Committee on Brfdg Promotion entitled "Breastfedg: Investing in
California's Future"

Its gorgeous and very complete (now it remains to strategize and
"operationalize" it--such bureacratspeak!!!) The cover is a photo of one of
the supporting MDs, brfg her child.

It contains a review of the scientific research on the bennefits of brfdg, a
comparison ofCalif's brfdg rates with national goals and recommendations for
the committee to DHS, including access issues in DHS itself as a workplace
for
women (the Dept policy is separate from this report, but was drafted as a
result of this work.)

Among the 20 recommendations highlighted inthe report, the following were
ID'd
as the top 3

Ensure that all mothers have access to culturally appropriate brfdg info and
professional lactation svccs, especially in commuinities with high birth
rates
and low prevalence of brfdg.

Develop an overriding policyto be governed by the state of Calif in which all
health care institutions and health plans that provide maternal and child
health svcs will facilitate brfdg for all mothers and infants including those
with special care needs. As a first priority, facilitate the implementation
of the BFHInitiateve.

Facilitate integration of appropriate and culturally relevant brfdg training
into the curriculum at health-related professional schools thoughtout the
state to ensure that health professionals are technically and cutlturally
competent in delivering brfdg services.

"The Dpet currently promotes breastfeedingthrough several prevention programs
and has already begun developing new brfdg policies to promote brfdg as
recommended in this report,, said Kim Belshe, State Helath Director
