Hope this doesn't come too late--I'm a little behind in my mail.  I had a
mom in my LLL group with 12 mo. old twins (or thereabouts) and one went
one a nursing strike for quite a few days.  The mom decided, after much
reflection and talking to other moms, that this twin was pulling a bit of
a power play.  The striking twin was the more "spirited" child.  The
striking twin was also very angry to watch her twin nurse, even though
she herself would refuse the breast.  What the mom did was try as much as
possible to nurse the striking twin when she was asleep, and not to nurse
the other twin in front of her.  She also focussed on providing as much
special, non-nursing, time one-on-one with the striking twin.  Eventually
(after 5-7 days) the striking twin returned to the breast.  Many months
later both toddlers are still nursing.

One positive note about nursing strikes with a twin--at least mom can
rely upon the other twin to help keep supply up and risk of mastitis down!
