Hi - So sorry to hear there is a Mom going through this.

I posted a similar question on March 20th of this year on LactNet, if you'd like to see the responses, search the LactNet archives for "suppression", it comes right up - but I've also summarized below.

I believe in the past, some Moms were given bromocriptine to "dry up milk" but this is no longer used due to associated risks (see http://toxnet.nlm.nih.gov/cgi-bin/sis/search/f?./temp/~iATnFC:1).  I have heard that crushed Jasmine flowers on the breasts can be very effective at rapidly reducing milk supply and found more info at Kellymom here http://kellymom.com/bf/can-i-breastfeed/herbs/herbs-oversupply/ which leads to a link here http://www.ncbi.nlm.nih.gov/pubmed/3214386?dopt=Abstract .

I summarized the responses I received via LactNet here:

Substances that can reduce milk supply:
sage leaves, capsules or tea (do not use sage essential oil); to make sage tea, steep 1 tablespoon of fresh whole leaf dried herb in 1 cup of boiling water for 10-15 minutes.  Drink 3-6 cups per day.
strong peppermint, some advise ingesting an altoid every hour while awake
parsley
sudafed (original formula), take under guidance of a physician 
ongoing application of green cabbage leaves

General:
if pumping, do not stop abruptly - rather increase time between pumping or decrease amount of milk you are removing from the breasts
Wear supportive bra but do not bind breasts
