The same question often occurs to me! But in case it helps, see:
UNICEF UK Baby Friendly Initiative, 2010 A guide to infant formula
for parents who are bottle-feeding. February 2010, available

I work in a hospital that is trying to become Baby Friendly. I was told
that we need to teach those mom's that choose to bottle feed formula how to
safely prepare powered infant formula. We are going to use the WHO handout.
My question is why do we need to do this!!! or do we??? Are we
misinterpreting the guidelines??
From a hispanic culture of 'LOS DOS' , I have some reservations about this.
