Karleen, perhaps Baby-Friendly UK wants to do a cost analysis so they can know more specifically how much money is saved by breastfeeding. A cost analysis can show whether something has a net cost or represents a net gain.  And there are costs, if women are to be given paid leave while off work due to breastfeeding; those costs should be factored into any analysis of the economics of breastfeeding.  
Have you written Baby-Friendly UK to ask?
I would be more worried if it were Avent or Medela doing such an analysis. Baby-Friendly UK are among what I consider the good guys.
