This could be one of those very sensitive babies who strike if anything 
is "changed".
It's also possible that there is a subtle tongue-tie, and the baby pulls 
back his tongue when opening the mouth to latch, making it difficult to 
find/feel the breast and pull it into his mouth with the tongue tip.

Mom can try sliding the baby's chin a little farther from the nipple  - 
since the breast gets "rounder" the farther back one goes from the 
nipple, this can increase the chance his tongue can contact it.

She can also try shaping the breast with her fingers, to make a smaller 
mouthful.

It's not too unusual for babies with this issue to latch initially 
(though with pain for mom) when the breast is soft and milk production 
is low, but as milk production increases and the breast is firmer, it 
gets hard for them.

A nipple shield might also make things much easier for this mom and 
baby, allowing him to feed directly from the breast, and mom to stop or 
reduce her pumping.
