I would be interested to see such an argument made.  I live in a place where
all citizens are entitled to no-cost health care, regardless of their income
and this is funded through the taxation system.  Mothers who work in
permanent full-time or part-time employment are also entitled to 12 months
statutory (unpaid but we are working on that) leave.  I have never ever seen
anyone argue that the erosion of these provisions would facilitate
improvements in our breastfeeding rates so I am interested to see what such
a position would look like.
