Hi Chayn.  It has to do with the level of care in the Maternity Dept of a 
hospital.  Level 2s typically have a SCN (Special Care Nursery) where babies 
born 32 weeks on up can stay.  Level 3s are NICU Neonatal Intensive Care 
Units designed to care for babies at any gestational age.  This is where 
high risk moms deliver.  Hope that helps.
