Honestly, I've wondered the same thing.  I'm too afraid to go to our own
ethics committee... for the simple reason that I don't think our hospital
cares.  Plain and simple.  They pay lip service to breastfeeding and make
passing remarks to parents about how wonderful it is... but that's it.  The
bottom line is that they get their formula for free.  In fact, if a baby is
on straight formula and on ad lib amounts, we are told very specifically NOT
to pour milk out of a ready-to-feed bottle into another volufeed bottle...
because we PAY for the volufeeds.  They would rather that we put a nipple
directly on a formula bottle.  Even if the baby doesn't eat much, they would
rather that we throw out the majority of the milk, rather than waste a
volufeed... because they don't pay for the formula.

You are right about upping the ante.  Recently, here in Seattle, a
representative for a major formula maker was in town doing a presentation on
the benefits of DHA and ARA and how wonderful it is that the formula
contains these things... it was held at the Metropolitan Grill, which is a
VERY upscale, VERY expensive restaurant in the downtown area.... and it very
specifically stated on the brochure, "And while you are here, join me as my
guest for dinner..."  I am POSITIVE that they likely got participants based
solely on the fact that they were going to get a free meal out of this
swanky restaurant.
