Here's what I would check:
Observe in person her pumping, if you haven't already done so. Sometimes the pump is put together wrong or she is using too much or not enough suction.
Inquire if she is on any meds or herbs, cold medicines, fluid pills, birth control pills or shot.
Check the size of the flange in person.
Advise she pump 10x in 24 hrs. She may have to pump more frequently than 3 hrs during day, but may go a bit longer at night.
Hand express after some or most pumpings if possible.
Skin to skin, baby wearing if possible.
