It is my understanding that federal law permits nursing anywhere that a mother has the right to be, i.e., library, grocery store, restaurant. However, if a membership or permission (country club, school, etc.) must be given first before entrance, then it is not the right of the mother to nurse.
Since 9-11, this has been more noticable in my area of Texas. This particular mother is fortunate. Here, nursing is not allowed anywhere on school property, including the parking lot.

This school is in Westchester county, NY (mom has given permission to post).
This seems to me to be a health issue and one that should be an exception to the
