I never realized there were any guidelines about order.  I generally used just the one that applied to the immediate situation or at least put that one first.  When I was working as an RN who did LC work as time allowed, it was usually RNC, IBCLC.  When acting strictly as an LC, then it would be IBCLC with RNC added only if I felt it would get more attention from the reader.  (It always bugged me that I even felt that was necessary, but it is the current reality in too many situations.)  When functioning as a League Leader, I would put LLLL first and add the others if I felt it was appropriate.  
IMHO, what is listed first is most likely to be noticed and seems to carry the most weight.  I generally read a full "list" only if I want to see if the person has a particular credential (usually IBCLC).  It seems that if we want the IBCLC credential to carry more "weight" we need to give it greater importance even in this seemingly small way
