In my former life, I was a Senatorial aide.  This is my advice for getting
the attention of the FTC.  Write a letter to your US Representative and
Senators.  Whether or not they support breastfeeding, they should forward
the letter on to the FTC, with a cover letter from that office and the FTC
is obliged to at least answer that particular  politician directly.  They
don't have to answer you directly or even pay any attention to your letters,
but they do have to answer letters from your Representative or Senators
office.  Believe me, they take these letters seriously.  Also, be sure you
are not sending form letters.  No one really pays much attention to form
letters.  Letters need to be individually written, although be sure to get
your facts straight.    This is the best way to begin lobbying the FTC and
you may just find a Congressional staffer and/or Congressman who is
sympathic to the cause.
