I think her attorney is the one to argue the point of allowing baby to have
mom's pumped milk based on random testing of either mom or her milk, or
both. Why would they need proof that 'clean' milk is okay? That's a given. 

The problem is the testing and who is going to pay for it? That depends in
part on the laboratories available in your area. It's my guess most
insurance companies will not pay for such ongoing testing. If memory
serves, the agency that is managing the case may, or may not, depending on
their attitude, knowledge & beliefs, pay for such testing. If they are
presuming all her milk is bad solely based on her history and refuse to
test just on principle, she's in for a long challenge.

Her attorney (she can't afford NOT to have an attorney) may also advise her
to sign up yesterday for something like a 12-Step program, then participate
willingly before she is ordered to do so. But keep on pumping & recording
the dates and times on each bottle.

Curious: we have moms in such situations go home with their babies. They
all had a social work consultation, and possibly an automatice referral to
CPS. They don't all get a visit from CPS while still in the hospital. We
just don't assist with BFing if there is testing evidence of drug use. The
discussion is when there is history of, but tests on both patients is
negative. And in your cited case, the local CPS actually took the baby
away! Is there something else going on (not related to lactation) that was
not reported to you?
