Oh Jennifer, you really described what I think most of us see in hospitals.  Hospitals are so desperate for clients so they market themselves more as a hotel than a health institute.  This means encouraging mothers to sleep all night (which they really don't) and have as many visitors at any time of day that they want.  :-(
Also in the nurseries I have observed that many nurses become accustomed to a bunch of crying babies so that some babies may cry for a long period of time before being picked up.  I do what Jennifer did and I pick up crying babies while I am doing my work in the nursery.
I don't have a solution.  We are working hard here to educate staff and parents.  This will be a slow process.  I think that are best efforts is to keep repeating the message that babies need to stay with the parents and that this will be the most restful and allow for learning.
