Here's the FDA Web site that specifically deals with the regulation of formula, if that's what you're most interested in:

Specifically, the FAQ states, "The law does not require that FDA approve infant formulas but instead requires companies to provide certain information to FDA before they market new infant formulas."

And if you go to the main site, www.fda.gov, you'll find links to pages and pages and pages about the FDA processes and regulations. From the page "The Food and Drug Administration: An Overview" (www.cfsan.fda.gov/fdaoview.html):
"FDA has some 1,100 investigators and inspectors who cover the country's almost 95,000 FDA-regulated businesses. These employees are located in district and local offices in 157 cities across the country. . . . As part of their inspections, they collect about 80,000 domestic and imported product samples for examination by FDA scientists or for label checks."

Obviously, there's no way they're coming close to inspecting every crumb! :)
