Just figured out how to post an answer. Sorry it took me so long. My niece
had failure to thrive when she was an infant. Wasn't until she was 16
years old that we found out she has Turner's Syndrome. When I did my
research of Turner's Syndrome that was one of the symptoms in infants
(failure to Thrive). I would recommend a DNA test. Especially if this is a
female.
Turner's syndrome affects a child's size and  sometimes their features,but
the IQ is just fine.
