My goal is to get the baby on the breast as soon as possible with the most simple method for mother to recreate 10 times a day. So when nothing else works, I will use a nipple shield if it means mom will have to pump and bottlefeed otherwise. Something about having baby on the breast is such a confidence booster to the mom. I always ask the mom's permission to try it beforehand and explain the pros and cons.

How I tell about post nipple shield pumping is what the test weight intake shows, what moms milk supply appears to be, and how baby behaves at the breast. 

The LLLI handout on nipple shields says something about pumping for a few days after nursing with a nipple shield to ensure an adequate milk supply (I give this handout to each mom who gets a nipple shield). For some moms, the thought of nursing and then supplementing and then pumping makes them overwhelmed.
