I would think about getting Linda Smith's book on teaching breastfeeding.
Lots of interactive ways to get your points across.

Meanwhile, the first thing that came into my mind was about "why do we need
a policy?" I don't know what consulting group this question comes from, but
at a workshop I saw this quote or its equivalent:

The system is perfectly designed to get the results we are getting.

So - analyze what you're doing right, and what you could do even better.
Then write a policy that will support it! A policy also means that when a
nurse says, "What are we supposed to be doing?" there's an answer to that
question. I will tell you that even though the LATCH system isn't all that
great, our breastfeeding help got a lot better when we said every mom/baby
dyad would be observed and given a LATCH score at least once per shift
during the hospital stay. (Required minimum LATCH scores also made their way
to the care maps.)
