It sounds like "in-the-normal-range-for-multiples" discouragement to me.

You could suggest the mother contact LLL for support. Even if the Leader
is not a mother of twins, she will still be able to provide a good,
comfortable, supportive environment for a mother who probably needs to
hear from other breastfeeding mothers. The Leader may also be able to
find a Leader nearby who has personal experience with twins.
