Actually, as I understand it, the US did not actually sign the document or vote affirmatively. It simply did not vote. Not an affirmation, not an opposition, not even, technically, an abstention. Therefore, the US is NOT technically a signatory. The State Department was apparently instructed to do so, by who, I don't know. There are others on this list who might be able to shed some light on that....
