Norwegian midwives wonder what they did wrong if the baby hasn't appeared within a couple of hours after epidural administration.  But then, we wait until women are actually in labour before considering whether they need an epidural.  I do support the scepticism in the post "Re: fentanyl", about how often the baby is born less than 26 minutes after epidural administration, and I would expect these women either to be disappointed in their anesthesia, or, alternatively, overjoyed at their surprisingly rapid labours :).
